This position focuses primarily on self-perform high-voltage substation estimating rather than civil and foundation scope. Local Houston candidates are preferred or candidates should be open to relocation. This is not a remote role.
The Opportunity

One Tech Engineering is searching for a Senior Estimator for a position located in Houston, Texas.

The Senior Estimator will develop bottom-up estimates for Transmission & Distribution construction bids, primarily high-voltage substation work.

The role requires detailed quantity takeoffs, constructability analysis, estimate assumptions, subcontractor and vendor pricing, commercial review, risk analysis and final estimate presentation to management.

The Senior Estimator will also lead preconstruction estimating teams, maintain cost-history data, evaluate value-engineering opportunities and mentor other estimating staff.

Position Overview

This role combines high-voltage substation estimating, quantity takeoffs, constructability review, bid solicitation, vendor and subcontractor pricing, commercial risk, contingency, escalation and preconstruction leadership.

Senior Estimator Responsibilities

  • Develop bottom-up estimates for Transmission & Distribution bids.
  • Focus primarily on high-voltage substation scope.
  • Develop estimate schedules to manage workload.
  • Ensure estimates are completed on schedule.
  • Review RFP documentation.
  • Review engineering drawings and documents.
  • Prepare detailed quantity takeoffs.
  • Perform constructability analysis.
  • Document estimate assumptions.
  • Validate estimate assumptions for accuracy.
  • Develop high-level project schedules.
  • Use Excel or comparable tools for schedule development.
  • Develop project risk registers.
  • Support formal risk-review processes.
  • Review commercial terms and conditions.
  • Identify and address commercial risk.
  • Follow established estimating methodology.
  • Maintain estimate quality standards.
  • Lead project-team reviews of estimating quantities.
  • Lead project-team reviews of project scope.
  • Review vendor quotations.
  • Review subcontractor quotations.
  • Incorporate bonding costs.
  • Incorporate insurance costs.
  • Lead subcontractor solicitation.
  • Lead subcontractor bid reviews.
  • Review subcontractor bid packages before issuance.
  • Review specialty equipment pricing.
  • Review standard equipment pricing.
  • Incorporate material quotations into estimates.
  • Estimate project general conditions.
  • Estimate project indirect costs.
  • Review indirect costs with project management.
  • Review final project estimates.
  • Present final estimates to management.
  • Recommend project contingency.
  • Recommend escalation allowances.
  • Estimate required estimating hours.
  • Review estimating effort with the Section Manager.
  • Review value-engineering opportunities.
  • Validate project alternates and options.
  • Lead estimating teams during preconstruction.
  • Maintain historical cost information.
  • Maintain estimating databases.
  • Train estimating staff.
  • Mentor less experienced team members.

Requirements

  • Bachelor's degree in Engineering, Construction Management or a related field.
  • Seven years of direct project estimating experience.
  • Applicable experience may substitute for the degree requirement.
  • Ability to work independently.

  • Ability to think analytically.
  • Ability to make quick and sound decisions.
  • Excellent written communication skills.
  • Excellent verbal communication skills.
  • Expert-level Microsoft Office proficiency.

  • Expert-level K-base proficiency.
  • OSHA 10-hour certification required.
  • Four years of self-perform substation estimating experience preferred.
  • Eight years of Transmission & Distribution EPC or construction-contractor estimating experience preferred.
  • Extensive experience developing T&D construction estimates preferred.
  • Extensive experience bidding Transmission & Distribution construction work preferred.
  • Strong understanding of high-voltage construction scope.
  • Must be a U.S. citizen or green card holder.
  • Sponsorship is not available.
  • Local candidates preferred or open to relocation.
  • This is not a remote position.
